Introduction
Galemire Court Situated on the fringe of the Lake District National Park in Cumbria, Westlakes Science and Technology Park provides a high quality working environment and, through its partners, is able to offer comprehensive Business Support services to organisations seeking new accommodation.

The University of Central Lancashire (UCLan) has a campus on the science park at its Samuel Lindow Building where it provides a higher education programme encompassing research, teaching and knowledge transfer. UCLan run a range of courses at undergraduate, postgraduate and continuing professional development levels in nuclear science and technology, business leadership and management, governance, policy and decision making, and for allied health professionals. This teaching is all informed by applied and academic research undertaken by UCLan staff in cognate areas.

In 2011, Manchester University will open a nuclear research and teaching facility linked to its Dalton Nuclear Institute. The Dalton Cumbria Facility will not only provide research and consultancy support but also house state-of-the-art equipment including an ion accelerator, computer modelling stations, electron optics and large scale experimental facilities for radiation science. The centre will have close links with the existing National Nuclear Laboratory at Sellafield.

History and Objectives
Fleswick Court The Westlakes Science and Technology Park was established in the late 1980s as the flagship development of the West Cumbria Partnership. The Partnership's main aim for Westlakes is job creation through a knowledge-based economy centred on business, research and higher education.

The Park is home to 70 organisations employing over 1,300 people in 11 major buildings. Over 260,000 square feet of accommodation has been created through the investment of more than £27m. Funding has come from the European Commission, English Partnerships, the North West Regional Development Agency, the Rural Development Commission and, locally, the West Cumbria Development Fund.

Westlakes provides high-quality accommodation, research links to higher educational institutions and appropriate support structures to enable knowledge-based businesses to grow and develop. The Park has two main areas of focus:
  • it is home to a nationally significant cluster of businesses and organisations providing support services to the Nuclear Industry, including The Nuclear Decommissioning Authority (NDA)
  • through the work of UCLan and Manchester University it provides a basis for future expansion and development by companies whose business has synergy with these universities' areas of expertise and academic research.
Progress to Date
Land
Kelton House Situated two miles from Whitehaven, between the Cumbrian coast and the edge of England's Lake District, Westlakes encompasses some 130 acres. To date approximately half of the science park has been developed and extensively landscaped in sympathy with its original parkland setting.

Work on the first phase of major expansion from the Park's initial 42 acres was completed in 2000 and included the construction of fully serviced plots with associated infrastructure and landscaping on 40 acres of land. In the following six years five major buildings were built on the Phase 1 land, bringing the total accommodation to 260,000 square feet.

By 2007, work on Phase 2 development was successfully finished. This included construction of a 1 mile ring road that has enabled the creation of 7 more serviced plateaux suitable for development to accommodate local and inward investment companies.

Premises
With the opening of the first new building on the 2nd Phase of expansion land, the Park has over 260,000 square feet of office accommodation in 11 main buildings. Westlakes Properties Limited provides office accommodation from 200 to 4,000 square feet for lease on easy in/easy out or longer lease arrangements. Residents on the Park have the benefit of a full range of support services and facilities including conference rooms, broadband, video conferencing, a restaurant, two delicatessen bars, security and reception services.

Ingwell Hall Westlakes Properties Limited (WPL) is responsible for overseeing the development of the Park and ensuring the necessary infrastructure is available. WPL aims to provide knowledge-based businesses with the environment and facilities they need to grow and prosper. WPL has an in-house team of experienced staff dedicated to meeting tenants' needs in purpose-built facilities set in low-density development parkland.

University of Central Lancashire (UCLan)
UCLan's Samuel Lindow Building provides Cumbria with a leading postgraduate academic institution recognised for the quality of its courses at undergraduate, postgraduate and continuing professional development levels in nuclear science and technology, business leadership and management, governance, policy and decision-making and for allied health professionals. UCLan is acclaimed for its education and outreach programmes, its training, research and the commercial exploitation of its intellectual property UCLan actively seeks to transmit high-level skills and technology into local business. There is a dedicated Business Incubation unit on the UCLan Campus at Westlakes.

West Cumbria Development Agency
The Development Agency offers companies a bespoke business package, which includes: introductions to private developers, help to establish costs of building, demographic information, assistance with recruitment, local supply chain information, plus access to appropriate grants/loans and private finance. The Agency also actively supports businesses on the Park with a range of advisory and practical services including corporate finance, business planning, innovation and development.
